Euharlee City Manager

James Stephens is Euharlee’s chief administrative official. The City Manager works closely with department and office directors to direct the operation of all municipal and city department functions, and ensures the city is operating in an efficient and fiscally sound manner. James accepted the city manager position in March of 2016. Euharlee is a great place to live, work and play. During his time as City manager, it has been James’s privilege to meet with many local groups, work with the Mayor and City Council, and learn their priorities, as well as meet with and work closely the city employees. He has been inspired by the level of community participation, as well as equally impressed by the commitment of the City Staff.

James brings extensive qualifications to the position including over eight years of local government managerial experience, three years of governmental auditing experience and eight years of state governmental experience. James has a BBA degree from the University of West Georgia and a MAS in Accounting from Western Governors University. Additionally, James has extensive private sector experience that is beneficial in economic development. The City Manager also is responsible for presenting the City Commission with an annual budget, and assists the commission with establishing long-term goals, developing policy proposals and program alternatives.



The City’s economic initiatives are led by the City Manager's Office. Euharlee’s economic development mission is two-fold - attracting new business and retaining and expanding existing businesses within the city.

The City's economic development team provides support to help grow the business community. A variety of programs and resources are available to meet the needs of the business community.

James and Gina, his wife of over thirty years, have one daughter. He and his family enjoy camping, traveling, local sports and community events.
